National Transportation Safety Board (NTSB) statistics indicate that most stall/spin accidents result when a pilot is distracted momentarily from the primary task of flying the aircraft. Changes to part 61, completed in 1991, included increased stall and spin awareness training for recreational, private, and commercial Pilot Certificate. The standards carefully define what the behavior of an aircraft under specific tests should be in order for it to be considered spin-resistant, with five maneuvers completed across the entire center-of-gravity range of the aircraft, and across the full spectrum of configurations, including landing-gear position, power setting, and flap setting. The critical point is that if the aircraft isn't stalled first, it can't spin. In light, Normal category single-engine aircraft, a spin in an incipient or early phase is defined, for FAA certification purposes, as one turn or three seconds of rotation. Recovery must be accomplished in not more than one additional turn.
